For over 40 years, Carroll Enterprises, Inc. has met the specialized needs of insurance buyers in the business-to-business and business-to-consumer markets. Initially offering group products and services to small business owners, today Carroll Enterprises provides innovative marketing, distribution, and support solutions for consumers, brokers, insurers, financial institutions, and the public sector. Carroll Enterprises is a privately held corporation with offices on the East Coast, in the Midwest, and on the West Coast, providing quality products and services through our wholly-owned subsidiaries.

Company History

1967   Seeing a need for an organization to champion the interests of small business owners, Francis R. Carroll establishes the Small Business Service Bureau, Inc. (SBSB). SBSB is a national membership organization for small business, which provides legislative advocacy, management assistance, insurance products, and financial services at costs they can afford.
1979   Small Business Insurance Agency (SBIA) is incorporated. SBIA is a national, full-service insurance agency, offering a diverse portfolio of insurance and financial products for both businesses and individuals.
1985   SBIA appoints Brian K. Carroll as its general agent. Under his leadership, SBIA grows from a local insurance agency to a national full service insurance superstore.
1989   Group Health & Benefit Administrators (GHBA) is incorporated. GHBA is a full service Third Party Administration (TPA) firm offering a diverse portfolio of qualified plan services for both businesses and individuals.
1996   Direct Response Marketing (DRM) is incorporated. DRM integrates insurance expertise with the latest tele-application technology and systems. DRM builds successful relationships by focusing on the specific needs of the client, and supports this through superior customer service.
2000   Taking insurance to the next level of technology, SBIA launches a dedicated website portal for brokers, which allows for the online tracking and management of insurance transactions.
2007   The Commonwealth Health Insurance Connector Authority appoints SBSB as the sub-connector/third party administrator for the nation’s first insurance exchange.
2009   SBIA acquires Pivot.com, an online insurance superstore, offering coverage from a choice of quality, top-rated insurance carriers (AM Best A+ or better).
2009   SBSB appoints Lisa Carroll as president, overseeing the contractual relationships with health insurance and other carriers.
2010   The Commonwealth Health Insurance Connector Authority renews its contract with SBSB.
2010   SBIA acquires SterlingBridge, a name used by and a d/b/a of SBIA. It partners with brokers to provide underwriting solutions with a “white glove” approach for high net worth clients.

FRCFrancis R. Carroll | Chairman & Founder, Carroll Enterprises Inc.

Mr. Carroll is a small business expert and a recognized national advocate for small business concerns. He has delivered expert testimony on numerous issues before the U.S. Congress including health care and insurance.

Mr. Carroll founded the company in 1967, and molded it into the diversified service and product firm that it is today. For over 40 years, Mr. Carroll has been deeply involved in public, veteran, and community service. The administrations of Presidents Ford, Carter, Reagan and Bush (senior) appointed him to work with various agencies and committees in Washington, DC.

Brian CarrollBrian K. Carroll, CLU, CPCU | President & Chief Executive Officer, Carroll Enterprises, Inc., and its subsidiaries; General Agent, Small Business Insurance Agency, Inc. (SBIA)

In recent years, Mr. Carroll has made strategic acquisitions, building SBIA from a small local insurance agency to a national full service insurance superstore with multiple locations and a major online presence, serving both consumers and financial institutions.

Brian is a Chartered Life Underwriter and Chartered Property Casualty Underwriter, with over 20 years of insurance industry experience. He is past president of local chapters of Chartered Life Underwriters and the National Association of Insurance and Financial Advisors. Mr. Carroll also holds NASD Series 24 and Series 7 licenses.

Brian Carroll has a Bachelor of Science degree from Boston College and an MBA from the University of Pennsylvania's Wharton School of Business.

Lisa CarrollLisa M. Carroll, MS, MPH., RN | President, Small Business Service Bureau, Inc. (SBSB); Vice-President, Carroll Enterprises, Inc., and its subsidiaries

Lisa is responsible for maintaining and developing contractual relationships with health insurance and other carriers. She drives the organization's Customer Service, Information Technology, and Administrative Departments. She is also responsible for implementing Massachusetts statewide Commonwealth Choice Program in partnership with the Commonwealth Health Insurance Connector Authority. Lisa previously served as Assistant Commissioner for the Massachusetts Department of Medical Security.

Lisa Carroll is a registered nurse and holds a master's degree in nursing and a master's degree in public health, both from Boston University.

Kevin CullinanKevin A. Cullinan | Vice President of Finance, Carroll Enterprises, Inc.

Kevin works closely with other senior management in the areas of Strategic Planning and Finance for Carroll Enterprises, Inc. He is instrumental in helping the company stay on course to carry out its mission and meet established goals. Mr. Cullinan began his career in insurance in 1977.

Kevin Cullinan received his BA in Literature and his MBA in Finance from Boston University.

Dave SoltysDavid Soltys, CLU | Vice President, Carroll Enterprises, Inc.; Vice President, Small Business Insurance Agency, Inc. (SBIA)

David has over 20 years of insurance industry experience, joining the Small Business Service Bureau, Inc. in 1986, and shortly after moving over to SBIA. He is a Certified Life Underwriter and holds NASD Series 63, 7 and 24 securities licenses.

David is a graduate of Nichols College and earned a Masters in Business Administration from Northeastern University's Graduate School of Business.

Mark PetterMark Petter | Vice President of Information Systems Development, Carroll Enterprises, Inc.

Mark is responsible for the overall direction of Carroll Enterprises, Inc. information systems development, networking and computer operations. With extensive IT experience, he has directed applications architecture teams, managed complex IT projects, and implemented software development methodology.

Mark has an MBA from Boston University and a BS from the University of Massachusetts.

Kathy HesselKatherine Hessel | Vice President of Human Resources, Carroll Enterprises, Inc.

Katherine is responsible for the strategic direction and operational efficiency of all aspects of Human Resources (recruitment, benefits, compensation, Payroll/HRIS, employee relations, and talent development) for the home office and remote office locations. Katherine has over 20 years HR experience with manufacturing, engineering, financial services, and insurance companies—in both the private and the public sectors.

Katherine Hessel earned a Master's degree in Education from Worcester State College and Bachelor degrees in English and Business Studies from Assumption College.

Jay EganJay Egan | Vice President of Sales, Small Business Insurance Agency, Inc. (SBIA)

Jay has a strong understanding of building, motivating, and organizing sales and operational teams. He provides valuable input into new product development, positioning, branding, and sales strategy. Jay began his career in 1980 as a sales and marketing professional with a leading Fortune 500 insurance company. He has been a guest lecturer at the University of Massachusetts Medical School and its School of Public Health.

Jay Egan holds a Bachelor's degree from Assumption College.

David BriggsDavid Briggs | Vice President of Marketing and Business Development

Responsible for Carroll Enterprises, Inc.'s Pivot operation, David uses his extensive experience in technical and program implementation to provide in-depth detailed analysis of systems and process levels. He is also responsible for the overall insurance Tele-application process for life, long-term care, and disability insurance. Additionally, David oversees the integration and implementation of new designs and enhancements to the Insurance Solutions Quoting and Tele-application web tool.

David Briggs is a graduate of Texas A&M University.

Brad WattsBrad Watts | Vice President and Controller, Small Business Service Bureau, Inc. (SBSB)

Brad directs the accounting and control functions for SBSB, providing analytical and operational support for the over $200 million generated in health insurance premiums. He has constructed the commission-management function, improved the cash receipt process, and spearheaded additional initiatives to automate functions, resulting in reduced manual transactions.

Brad earned his Bachelor's degree from Duke University and received his MBA from the University of Pennsylvania's Wharton School of Business.
